The iRehistro pre-registration still saves you significant time since the staff will only need to verify your information instead of encoding it from scratch. If you moved to a different city or municipality, you need to file for a transfer of registration. The process is essentially the same as new registration — visit the COMELEC office in your new location, fill out the CEF-1A form, indicate that you are transferring, and complete biometrics. You will need to have been a resident of your new address for at least six months before the election to qualify. If you moved to a different barangay within the same city or municipality, you can file for a transfer of precinct without doing full re-registration. Just visit your COMELEC office and request the update. OFWs and Filipinos abroad can register through the Overseas Absentee Voting (OAV) program at their nearest Philippine Embassy or Consulate. You will need a valid Philippine passport and to fill out the OAV registration form. Biometrics will be captured at the embassy. OAV allows you to vote for national positions (president, vice president, senators, party-list) but not for local positions (mayor, governor, councilor). The registration period for OAV is announced separately by COMELEC and is usually longer than the domestic registration period. If you are coming home before the election, you may also opt to register domestically at your local COMELEC office instead — the choice is yours.
