Overview: DepEd Enrollment Process

Pangkalahatang-tanaw: Proseso ng Pag-enroll sa DepEd

Enrolling your child in school in the Philippines is governed by the Department of Education (DepEd) under the K-12 Basic Education Program. The K-12 system covers Kindergarten, Grades 1–6 (elementary), Grades 7–10 (junior high school), and Grades 11–12 (senior high school). Whether you choose a public or private school, the enrollment process follows a similar general flow — pero may mga differences sa requirements at fees.

For public schools, enrollment is completely free — walang enrollment fee, tuition fee, or miscellaneous fees under Republic Act No. 10931 (Universal Access to Quality Tertiary Education Act) and DepEd's "No Collection" policy for basic education. Private schools, on the other hand, set their own tuition and fees, which can range from a few thousand pesos to hundreds of thousands per year depending on the institution.

The enrollment period typically runs from January to March for early enrollment and May to June for regular enrollment, with classes starting in August for most schools following the DepEd calendar. However, some schools open enrollment as early as November of the previous year, kaya it is best to check directly with your target school para hindi ka ma-late.

Enrollment by Grade Level

Pag-enroll Ayon sa Grade Level

The age requirements and documents needed vary depending on which grade level your child is entering. Here is a breakdown:

Kindergarten

Kindergarten

Your child must be turning 5 years old by August 31 of the enrollment year. Under DepEd Order No. 47, s. 2016, this is a strict cutoff — hindi pwedeng younger than 5 by that date. Kindergarten is mandatory before entering Grade 1 under the K-12 law (RA 10533).

Requirements for Public School

Mga Kailangan para sa Public School

  • PSA birth certificate — original and at least one photocopy. This is the most important document. If you do not have one yet, you can enroll provisionally and submit it later, but get it as soon as possible. See our PSA Birth Certificate guide.
  • Report card (Form 138/SF9) — from the previous school year. For incoming Kindergarten students, this is not applicable. For transferees, you need the original report card from your old school.
  • Form 137/SF10 (Permanent Record) — required for transferees moving from one school to another. Request this from your child's previous school. Processing usually takes 1–2 weeks.
  • Immunization record or health card — showing your child's vaccination history. Required especially for Kindergarten and Grade 1. Some schools accept the child's health card from the barangay health center.
  • 2x2 ID photos — recent photos, usually 2–4 pieces. White background is standard.
  • Good Moral certificate — required for transferees. Request this from the previous school along with the Form 137.
  • Barangay clearance or proof of residency — some public schools require this to confirm that the child lives within the school's catchment area.
  • PSA birth certificate — original at kahit isang photocopy.
  • Report card (Form 138/SF9) — mula sa nakaraang school year.

Requirements for Private School

Mga Kailangan para sa Private School

Private schools require all the same documents as public schools, plus additional requirements that vary by institution. Here are the most common extras:

  • All public school requirements listed above — PSA birth certificate, report card, Form 137 (transferees), immunization record, ID photos, Good Moral certificate
  • Entrance exam results — many private schools require students to pass an entrance examination. The exam covers basic skills in reading, math, and sometimes science. Schedules are usually posted on the school website or announced during open houses.
  • Recommendation letter — some schools ask for a recommendation letter from a teacher or principal at the previous school, especially for high school admissions.
  • Interview — some private schools conduct interviews with both the student and parents/guardians as part of the admission process.
  • Tuition reservation fee — to secure a slot, most private schools require a non-refundable reservation fee. This varies widely — from ₱500 to ₱10,000 or more depending on the school. Ask about the refund policy and deadlines before paying.
  • Proof of previous school fees paid — some schools require a clearance or certificate from the previous school showing no outstanding balances.

Pro tip: Start the private school application process 3–6 months before the school year. Many popular private schools have limited slots and fill up quickly. Kung may dream school kayo ng anak mo, check their enrollment schedule as early as possible.

Step-by-Step: How to Enroll in Public School

Hakbang-Hakbang: Paano Mag-enroll sa Public School

  1. Visit the School During Enrollment Period

Pumunta sa School Habang Enrollment Period

Go to your chosen public school during the announced enrollment period. Enrollment schedules are posted on the school's bulletin board, DepEd division office website, or the school's Facebook page. Many schools now post announcements on social media, so i-follow mo na lang ang school's FB page for real-time updates.

Bring all your documents (see Requirements Checklist above). Even if some documents are not yet complete, most public schools allow provisional enrollment — you can enroll first and submit missing documents within a set deadline. But the sooner you complete everything, the better.

  2. Submit Requirements to the Registrar

I-submit ang Mga Kailangan sa Registrar

Once you arrive at the school, proceed to the registrar's office or the designated enrollment area. Present all your documents. The staff will check if everything is complete and authentic. Kung may kulang, they will give you a list of what you need to submit and a deadline.

For transferees, the school will verify your Form 137/SF10 with your previous school. This may take a few days, pero your enrollment can proceed while the verification is ongoing.

  3. Fill Out the Enrollment Forms (Learner Information System)

Sagutan ang Enrollment Forms (Learner Information System)

You will be asked to fill out the School Form 1 (SF1) — School Register or the Learner Enrollment Survey Form (LESF). This form collects information about the learner including full name, birthdate, address, parent/guardian details, mother tongue, and other demographic data. These are encoded into the DepEd Learner Information System (LIS).

If your child is a returning learner (same school, next grade level), the school may already have their information in the LIS. You will just need to confirm or update the details.

Each learner is assigned a Learner Reference Number (LRN) — a unique 12-digit number that stays with the student throughout their entire basic education in the Philippines. If your child already has an LRN from a previous school, provide it.

  1. Get Your Child's Class Section Assignment

Kunin ang Section Assignment ng Iyong Anak

After enrollment is processed, the school will assign your child to a class section. This may happen on the same day or a few days later, depending on the school. Some schools post section assignments on their bulletin boards or Facebook pages before the first day of classes.

For senior high school (Grades 11–12), you will also choose a track and strand:

    • Academic Track — ABM (Accountancy, Business & Management), HUMSS (Humanities & Social Sciences), STEM (Science, Technology, Engineering & Math), GAS (General Academic Strand)
    • TVL Track — Technical-Vocational-Livelihood (Agri-Fishery Arts, Home Economics, ICT, Industrial Arts)
    • Sports Track
    • Arts & Design Track
  2. Attend the Orientation

    Dumalo sa Orientation

Most schools hold a parents' orientation before or during the first week of classes. This is where the school discusses class schedules, school rules, the grading system, school calendar, and other important information. Attend this — it is your chance to meet the teachers and school administrators, and to ask questions about what to expect for the school year.

Some schools also require students to attend a student orientation separately. This is where they get their class schedule, meet their homeroom adviser, and learn about school facilities and regulations.

Online Enrollment via DepEd Learner Information System (LIS)

Online Enrollment sa DepEd Learner Information System (LIS)

Since the pandemic, DepEd has expanded its online enrollment options. Many schools now allow parents to pre-register their children online through the DepEd Learner Information System (LIS) or through the school's own enrollment portal.

How to Pre-Register Online

Paano Mag-Pre-Register Online

  1. Check if your target school offers online enrollment. Visit the school's website or Facebook page, or contact them directly. Not all schools have fully adopted online enrollment yet, kaya always verify first.
  2. Access the enrollment portal. If available, the school or DepEd division will provide a link to their online enrollment form — often a Google Form or a DepEd-hosted portal.
  3. Fill out the Learner Enrollment Survey Form (LESF) online. Provide your child's full name, birthdate, LRN (if returning learner), address, parent/guardian info, and other required details.
  4. Upload or prepare scanned copies of your documents. Some schools accept digital submissions of the PSA birth certificate, report card, and other requirements. Others will ask you to submit physical copies later.
  5. Wait for confirmation. The school will review your submission and confirm your child's enrollment via email, text message, or a call. Some schools post confirmed enrollees on their social media page.

Important: Even if you pre-register online, most schools will still require you to submit physical copies of your documents before or during the first week of classes. Online enrollment just reserves your child's slot and speeds up the process on enrollment day — pero hindi totally napapalitan ang face-to-face submission ng documents.

Special Cases

Mga Espesyal na Kaso

Late Enrollees

Mga Late Enrollee

If you missed the regular enrollment period, do not worry — DepEd has a "No Child Left Behind" policy that requires public schools to accept late enrollees. Go to the school and explain your situation. They will accommodate your child, though they may be placed in a section that still has available slots. The earlier you go, the better — some popular schools run out of classroom space, so the sooner you can enroll, the more options you will have.

Learners with Disabilities (SPED Enrollment)

Mga Learner na May Kapansanan (SPED Enrollment)

Children with special educational needs can enroll in Special Education (SPED) programs offered by select public schools. DepEd has SPED centers and classes in many divisions across the country. To enroll in SPED:

  • Bring the standard enrollment requirements plus a medical certificate or assessment from a physician, psychologist, or developmental pediatrician documenting the child's condition.
  • Contact the DepEd division office in your area to find the nearest school with a SPED program.
  • SPED enrollment is also free in public schools. The school will assign your child to the appropriate SPED class based on their needs.

Alternative Learning System (ALS) for Out-of-School Youth

Alternative Learning System (ALS) para sa Out-of-School Youth

If your child is an out-of-school youth (OSY) — someone who dropped out, was never enrolled, or is beyond the typical age for their grade level — they can enroll in DepEd's Alternative Learning System (ALS). ALS is a free, flexible program that provides basic education equivalent to formal schooling. After completing ALS, learners can take the ALS Accreditation and Equivalency (A&E) Test to earn a certificate equivalent to a high school diploma.

To enroll in ALS, visit your local DepEd division office or barangay hall and ask about ALS programs in your area. Requirements are minimal — usually just a birth certificate and a filled-out learner profile form.

Transferees from Abroad (Balikbayan Children)

Mga Transferee mula sa Abroad (Balikbayan Children)

If your child studied abroad and is transferring to a Philippine school, the process involves a few extra steps:

  • Get the foreign school records authenticated. Have the report cards and transcripts from the foreign school authenticated by the Philippine Embassy or Consulate in that country.
  • Have the records evaluated by DepEd. Submit the authenticated documents to the DepEd Bureau of Education Assessment for evaluation and grade-level placement. DepEd will determine which grade level your child should be placed in based on the foreign credentials.
  • Enroll at your chosen school with the DepEd evaluation letter, authenticated foreign records, PSA birth certificate, and other standard requirements.

This process can take 2–4 weeks depending on the completeness of your documents and the DepEd office workload, kaya start as early as possible.

Solo Parent Enrollment (Who Can Sign)

Pag-enroll ng Solo Parent (Sino ang Pwedeng Pumirma)

Under RA 8972 (Solo Parents' Welfare Act), a solo parent can enroll their child without needing the other parent's signature or presence. If you are a solo parent:

  • You can sign all enrollment forms on your own.
  • Present your Solo Parent ID (issued by the DSWD through your barangay) if available, though it is not strictly required for enrollment.
  • If the child is under the care of a grandparent or guardian, they can enroll the child with appropriate documentation — a notarized Special Power of Attorney (SPA) or guardianship documents from the court or DSWD.

School Fees & Financial Aid

Public School: Completely Free

Public School: Completely Libre

Under DepEd's "No Collection" policy and RA 10931, public elementary and secondary education is completely free. No enrollment fees, no tuition fees, no miscellaneous fees. If a public school tries to charge you any mandatory fee, that is a violation — you can report it to the DepEd division office or call the DepEd hotline. Some schools may solicit voluntary contributions through the PTA, but these are strictly optional and you cannot be denied enrollment for not paying them.

If your child attends a private school, you may be eligible for the Education Service Contracting (ESC) program. Under ESC, the government subsidizes the tuition of qualified students in participating private schools. The subsidy covers a significant portion of tuition fees. To benefit from ESC:

  • Check if the private school is an ESC-participating school.
  • Your child must meet the eligibility criteria (usually based on academic performance and financial need).
  • Coordinate with the school's registrar for the ESC application process.

Brigada Eskwela & School Supplies Assistance

Brigada Eskwela at Tulong sa School Supplies

Brigada Eskwela is DepEd's annual program where communities, parents, and organizations help prepare public schools for the opening of classes — cleaning classrooms, repairing facilities, and donating supplies. While this is a volunteer program, it is a great way to help your child's school and connect with other parents.

For families who need help with school supplies, several government programs are available:

  • DSWD Educational Assistance — the Department of Social Welfare and Development provides educational cash assistance to qualified families. Check with your local DSWD office or barangay for application schedules.
  • Local Government Units (LGUs) — many city and municipal governments offer school supplies distribution programs. Contact your barangay hall or city hall for details.
  • Congressional and Senatorial educational aid — some legislators offer educational assistance through their offices. Requirements vary but usually include proof of enrollment and a valid ID of the parent/guardian.

Pro Tips for a Smooth Enrollment

Mga Payo para sa Maayos na Enrollment

  • Enroll early to get your preferred section or strand. Popular SHS strands like STEM and ABM fill up fast. If you want a specific section or teacher, the earlier you enroll, the better your chances. Wag mo nang hintayin ang last minute.
  • Prepare all documents at least 2–3 weeks before enrollment. The biggest cause of enrollment delays is missing documents. Get your PSA birth certificate, request Form 137, and secure Good Moral certificates well ahead of time.
  • Bring extra photocopies of your PSA birth certificate. Many schools ask for 2–3 copies.
  • Ask about the school feeding program. Many public schools participate in DepEd's School-Based Feeding Program, which provides free meals to students. Itanong mo sa school kung kasama ang anak mo — especially helpful if you are on a tight budget.
  • Join the PTA orientation.
  • Save your child's Learner Reference Number (LRN). Write it down somewhere safe. You will need it every enrollment period and for any school transactions.
  • For transferees: request Form 137 immediately after the school year ends. Schools process these on a first-come, first-served basis, and it can take 1–2 weeks. The earlier you request it, the earlier you will have it ready for the new school.

Frequently Asked Questions

Mga Madalas Itanong

What age can my child start kindergarten?

Your child must be at least 5 years old by August 31 of the school year they are enrolling in. This is based on DepEd Order No. 47, s. 2016, which sets the strict age cutoff for Kindergarten entry. For example, if classes start in August 2026, your child must turn 5 on or before August 31, 2026. Children who turn 5 after that date will need to wait until the next school year. There is no exception to this rule in public schools, although some private schools may have slightly different policies — always check with the specific school.

Is enrollment in public school really free?

Yes, 100% free. Under Republic Act No. 10931 and DepEd's "No Collection" policy, there are absolutely no enrollment fees, tuition fees, or mandatory miscellaneous fees in public elementary and secondary schools. If a public school asks you to pay any mandatory fee, you can report it to the DepEd division office, regional office, or the DepEd Action Center hotline at (02) 8633-7228. The only thing that may be collected are voluntary PTA contributions, but these cannot be made a condition for enrollment — you can say no and your child will still be enrolled.

Oo, 100% libre.

What if I don't have my child's PSA birth certificate?

Most public schools allow provisional enrollment even without a PSA birth certificate, as long as you commit to submitting it within a specified period (usually within the first semester). Hindi dapat i-deny ang enrollment ng iyong anak dahil lang sa kulang na PSA birth certificate — this is per DepEd guidelines. However, you should get it as soon as possible because it is needed for your child's permanent school records. You can order a PSA birth certificate online through PSAHelpline.ph or visit any PSA Serbilis outlet. See our PSA Birth Certificate guide for the complete step-by-step process.

Can grandparents or guardians enroll a child?

Yes, grandparents and guardians can enroll a child, provided they have the appropriate authorization documents. If the parent is absent (such as an OFW), the person enrolling the child should bring a notarized Special Power of Attorney (SPA) from the parent authorizing them to act on the parent's behalf. If the child is under legal guardianship, bring the court order or DSWD guardianship certificate. In practice, many public schools are accommodating even without these formal documents — especially in cases where it is obvious that the grandparent is the caretaker — but having the documents avoids potential issues and ensures everything is properly recorded.

What if we're transferring schools? Paano kung lilipat kami ng school?

If you are transferring your child to a different school, you need to get the following from the old school: the Form 137/SF10 (Permanent Record), the latest report card (Form 138/SF9), and a Good Moral certificate. Request these as early as possible — ideally right after the school year ends — because it can take 1–2 weeks for the school to process them. Once you have these documents, bring them to the new school along with the other standard requirements (PSA birth certificate, ID photos, etc.). The new school will verify the Form 137 directly with the old school, which may take a few additional days. Your child can usually start attending classes while the verification is in progress.

When is enrollment period? Kailan ang enrollment period?

For public schools, DepEd typically announces enrollment in two phases: early enrollment from January to March and regular enrollment from May to June, with classes starting in August. However, exact dates vary by school and by DepEd division. Some schools — especially private ones — open enrollment as early as October or November of the previous year. The best way to know the exact schedule is to check directly with your target school through their Facebook page, website, or by visiting in person. Late enrollment is also accepted in public schools under DepEd's "No Child Left Behind" policy, so kung na-late ka, pwede ka pa ring mag-enroll — but it is always better to enroll during the regular period for the best selection of sections and strands.
